I like XMSims. Peggy Sims 2 and Rose Sims have nice looking hair (some free), but sometimes it doesn't behave well in the game.

I think Nouk does the best hair and it's all free. Some of Raonsims stuff is nice but most of it is donation. And of course MTS2 has tonnes of hairs by various creators. Hope that helps.=)
