Honestly, in this context, the phrase means nothing at all to me. I haven't seen the engineers' report.
I do know that a dozen bridge failures out of
millions of bridges, and the lack of tales of bridge failures happening all over New York, strongly indicates an extremely high probability that people are acting responsibly in the case of the one bridge that Rose is talking about. Media hype; it's the watchword of the 21st century.
