According to
http://en.wikipedia.org/wiki/ESA the ESA budget was about $4.26 billion in 2007. Figures for NASA on
http://en.wikipedia.org/wiki/NASA are $17.3 billion for 2008.
Looks like the ESA budget is about one third of the NASA budget. Or maybe a quarter.
