Definitely looks as if we'd have to generate sims to replace the missing ones. Maybe not the whole 78 though.

I'm afraid if there's
any Sims in that folder, they're used as a "pool" to generate as many Downtownies as needed. So if there's only one in the pool and the game wants 20 -- you'll get 20 of the same dang Sim.
But like I said... that's what test 'hoods are for.
