I packaged them in the game, then opened them in Clean Installer, unchecked the stuff to do with Sims and families and collections (one of the ways families are "connected"), leaving only the "lotsegmentforupload" (I think that's what it's called) checked. Then Save it with a different name. So "Landgraab Mansion.Sims2Pack" would be saved as "Landgraab Mansion - empty.Sims2Pack"

Now when you install the Sims2Pack files, you'll get the house minus the inhabitants.
